We are looking for a Senior Contracts & Procurement Lawyer to join the growing Legal team at North Northamptonshire Council to provide advice and representation to the Council in all areas of Contracts and Procurement law.
As a Senior Contracts & Procurement Lawyer, you will be supported by the senior leadership team in a growing team of professionals. The team's focus is on enabling service delivery, adopting a partnering model with their clients, supporting them to deliver an ambitious agenda for North Northampton.
Key responsibilities of the Senior Contracts & Procurement Lawyer role:
The role will involve delivering comprehensive professional legal advice to the unitary council and client department. You will manage a portfolio of your own cases which will consist of, but not limited to:
- Preparing contract documentation.
- Providing relevant legal advice on competitive processes and/or mitigating procurement risk.
- Advising on governance and compliance requirements, including in relation to the Council's Contract Procedure Rules and Public Procurement legislation.
- Negotiating and drafting agreements of all types (including agreements for services, funding agreements, grant agreements, variation, novation, and concessions)
- Alternative delivery models: trading companies, partnerships and joint venture arrangements, including the establishment of social enterprises, shared services arrangements between public bodies.
- Contractual disputes.

Key responsibilities of the Education (SEN) Lawyer role:
The role will involve delivering comprehensive professional legal advice to the unitary council and client department. You will manage a portfolio of your own cases which will consist of, but not limited to:
- Effectively provide legal advice commensurate to experience to Members, Officers and other stakeholders generally.
- Providing general and specialist Education/SEN legal advice.
- Advocacy in courts and tribunals, pre-action and Judicial Review matters.
- School admissions appeals and exclusion appeals.
- Advising on law, policy, strategy and procedure relating to Education/SEN issues.

- Providing general and specialist Planning/Highways legal advice to the in-house service including planning applications, appeals, enforcement, public rights of ways and village greens.
- Drafting of documentation including s106 planning agreements/undertakings, planning appeal statements, s38 and s278 highways agreements, licences and easements for highways works, notices, traffic regulation orders and stopping up applications
- Representation at Planning Committees.
- Advising on law, policy, strategy, statutory requirements and procedure relating to Planning/Highways issues.
